No Objection Status Certificate (NOS) is an International Good Conduct Clearance Certificate used to signify that the staff or independent contractor has not been blacklisted for violating donor rules or being involved in corruption or fraudulent activities.

The NOS certificate clearance ensures that Debarred Individuals cannot act as contractors, suppliers, consultants, or subcontractors on projects financed by International Donors. Actions leading to blacklisting include fraud, corruption, coercion, collusion, or obstruction.

Debarments often come with a minimum period of ineligibility (frequently three years or more).
Gaining a Clean No Objection Status Certificate (NOS) is critical for Individuals, contractors, suppliers, consultants, or subcontractors who will be working on an International Donor Funded Project as it fulfills set conditions for staff recruitment as set by most Donor Organizations.

No International Donor will fund or accept Blacklisted and Debarred Individuals to be hired or handle Donor Funds during program or project implementation. This is to protect funds from corruption and ensure they go to intended development projects.
